>> reporter: good morning, matt. i had to walk in because the line is so long. i walked a mile and a half into the live shot. behind me they got 30,000 gallons of gas last night and are expecting more today, but meanwhile a long day. and meantime, michael bloomberg 's order is still standing . if you're driving into new york city , you have to have at least three people in the car.
>> don't be difficult, ma'am.
>> reporter: in a region where people are already tired, hungry and fed up, no electricity, no subways, no water, this has got them fuming. commuters standing in line for hours to catch a bus. on the roads, mass gridlock and no gas.
>> i hope i don't have to push it to the gas station .
>> reporter: as many as 80% of the gas stations here have no gas or no power to pump gas. those that do have power are running out fast. the lines, stretching for miles.
>> here in new jersey, it seems to be particularly bad.
>> reporter: the line at this exxon station in cranford, new jersey, snaked for five blocks through a nearby neighborhood, and everywhere tempers are starting to flare.
>> i was in this line for about an hour. people, they cutting in line at the other corner.
>> should not be jumping the line. this is america. you've got to take your turn.
>> reporter: in ridgefield where they are only taking coach the emotos were desperate to gas up to make an appointment.
>> reporter: in long island, another bumper to bumper line-to-taking up an entire lane of traffic n.brooklyn they wanted gas for their generators and in yonkers the mayor ordered gas rationing . cnbc's mary thompson covers the gas business.
>> scenes like this all along the new jersey turnpike from new york all the way down to philadelphia.
>> reporter: one big problem, two of the region's five refineries are offline or just starting to limp back to life and ships have been unable to get into the harbor to unload their fuel.
>> the coast guard has been working to open up the harbor here and other harbors along the path of the storm so that fuel can begin to move to terminals.
>> reporter: meanwhile, back in ridgefield .
>> seven gas stations . i was right within 20 cars. not looking too good for gas today.
>> reporter: not looking too good. the hope is that once the delivery trucks get up and running and the mass transit system gets up and running that will take the pressure off these gas stations , but that won't happen overnight. matt, back to you.
