Outrage, sadness as Americans barred from adopting Russian children

BRYANSK, Russia --?Kristi and Rich England of Marshall, Minn., shook with nerves and joy on their fourth and last trip to an orphanage in Bryansk, in?rural Russia. ?

They were finally taking Sonia, a partially blind and hyperactive 3-year-old, home with them.?The tearful Feb. 12 meeting, punctuated by Sonia?s screams of ?mama? and ?dada,? was all the more emotional because the Englands knew that they were the last lucky couple to leave Russia with an adopted child.?

?So many other families have seen their children and have loved their children and can?t bring them home,? said Kristi England, 34, a family doctor. ?It?s so unfair in so many ways.?

Those already undergoing the costly process of adopting a child from Russia found out Russian president Vladimir Putin signed a law barring any future adoptions, canceling the ones in progress. NBC's Kerry Sanders reports.

The process wasn?t easy ? the Englands endured multiple background checks and spent at least $50,000 to ensure that Sonia, now called Sophia, could go home with them.

But the ban signed into law on Dec. 28 barring all U.S. adoptions ? which numbered more than 60,000 over the past two decades ? has marooned hundreds of families in the middle of adopting, and stranded thousands of children in orphanages throughout Russia.??

"We should do all we can so that orphaned children find a family in our country, in Russia," President Vladimir Putin said in defense of the ban.

Fueling the outrage in Russia over the fate of children adopted by Americans, Russian media reported earlier this week that Alexander Abnosov, 18, showed up in the Volga River port town of Cheboksary saying his adoptive family had mistreated him. He had left Russia five years earlier, having been adopted by a family outside Philadelphia, but said he fled after suffering from verbal abuse by his adoptive mother. ?

"She would make any small problem big and always try to find a reason to shout at you," he told Russia?s state-owned Channel 1.

While UNICEF estimates there are about 740,000 children not in parental custody in Russia, only about 18,000 Russians are on the waiting list to adopt.?

But while Putin denies any direct connection, Kremlin-watchers say the ban is really about geopolitics and not about protecting kids.

They say it was retaliation by Moscow for an American law banning any Russian human rights violators from U.S. soil, enacted after the suspicious death in prison of Sergey Magnitsky, a Russian lawyer working for Heritage Fund, an American private equity firm.?

Russian media didn't hesitate to bolster the official line. ?

Despite the negative reports, child psychologist Valentina Rakova, who has worked in the Bryansk orphanage for 30 years, says the ban is terrible for children.?

?Here in Russia we have many examples of bad parents -- even worse than these American cases -- where kids are just tossed out,? she said as she coiffed Sonia, who requires special medical attention.

?A child like Sonia, no Russian would accept her,? Rakova said. ?Before the ban, orphans were offered to Russian families but no one took them in.??

Rakova's experience confirms the U.N.'s statistics. As far as she has seen, Americans are far more likely to adopt children who are ill or suffer from a disability.

Becky Preece, a housewife from Nampa, Idaho, is one such American. ?

She was finally able to take home 4-year-old Gabe, who has Down syndrome, in February, after years of filling out paperwork and a court battle. ?

Preece, who like the Englands beat the ban by days but was then delayed by red tape, said she saw a complete disconnect between the horrors of Russia?s adoption ban and the kindness and hospitality of the Russians themselves.?

?It?s not a matter of the people,? she said while walking with the little boy in the thick Moscow snow.

?It?s politically charged and it?s something that is hard for us to understand because it?s so different from the experience that we?ve had here.?

Preece said she was excited to get Gabe into school back home, and watch him bond with his new brother who also has Down syndrome.?

?They need the infrastructure, they need the kind of support that we get at home for our children,? she said.?

But for the hundreds of American families who missed the cut and are now unable to bring their adoptive children home, the future could mean months -- even years -- of waiting and praying that the two superpower rivals find common ground before more of society?s most vulnerable pay the price.

S&P 500 moves above its record high, keeps going

NEW YORK (AP) ? There goes another stock market record.

The Standard & Poor's 500 crossed into record territory Thursday morning, beating the closing high it set in pre-financial crisis days. Three weeks earlier, the Dow Jones industrial average beat its own 2007 record.

The S&P 500, a barometer that investors use to gauge how the market is performing, edged above the Oct. 9, 2007, record close of 1,565 about an hour into trading. At midday it was still holding on to the record, trading at 1,567. That was up four points from the day before, a small increase but notable for the milestone it obliterated.

Investors will be waiting until the end of trading, at 4 p.m. EDT, to see if the index can hold on to the record. Their reactions were more guarded than celebratory. Even as the S&P touched new milestones, investors noted that the U.S. economy's footing is still uncertain, and the European debt crisis still far from resolved. Some also are concerned that the gains are being artificially fueled by the Federal Reserve's easy money policy.

"Getting back to where we were is an important step," said Howard Silverblatt, senior index analyst at S&P Dow Jones Indices. But, he cautioned in a note to investors: "Markets are volatile, and if you are a long-term investor you should expect declines."

For most of this year, the stock market has zoomed ahead. A mixed performance over the last two weeks, thanks to the bailout of cash-strapped Cyprus, has been more the exception than the rule. Thursday marks the end of first-quarter trading, as markets will be closed for the Good Friday holiday. The Dow is up 11 percent for the three-month period, the best performance in more than a year. Last year, it lost ground in two quarters and was up 4 percent and 8 percent in the other two.

On Thursday, though, news about the U.S. economy and the European debt crisis was far from decisive. For every sign that things were improving, another said it wasn't.

The government reported that the U.S. economy grew faster than first estimated in the fourth quarter. But the growth, an annual rate of 0.4 percent, was still anemic. The number of Americans seeking unemployment benefits jumped for the second straight week. On a longer time frame, though, jobless claims have been declining since November.

Investors are also uncertain of what to make of the continuing debt crisis in Europe. Portugal reported that its budget deficit widened. In Cyprus, banks reopened for the first time in nearly two weeks, after closing because the government was worried that depositors would make panicked withdrawals. The country reached a deal late Sunday for bailout loans from other European countries.

Like the Dow record three weeks ago, the S&P record reminded investors of a headier time. The last time the S&P closed above 1,565, in the fall of 2007, was back before the financial crisis imploded. October 2007 was pre-bailouts, pre-Great Recession, back when jobs were much easier to come by. Bear Stearns still existed. So did Lehman Brothers, Wachovia and Washington Mutual.

But by March 2009, long after the subprime mortgage market had been revealed as an unsustainable bubble and rumors were buzzing that the government might nationalize U.S. banks, the S&P had cratered from its lofty heights. It fell to its Great Recession low, 676.53, on March 9, 2009 ? down 57 percent from its October 2007 pinnacle. Now, with Thursday's gains, it has more than doubled since reaching that bottom. Including dividends, it is up 152 percent.

With the quarter ending, investors noted the records it had brought for the Dow. The Dow climbed for the first 10 trading days of March, a record not matched in more than 16 years. Its record since then hasn't been as impressive. The index fell on five of the last nine trading days.

Like other major market indicators, the S&P darted between small gains and losses shortly after trading opened Thursday. By midday the indexes were all slightly higher. The Dow was up 30 points, or 0.2 percent, at 14,557. The Nasdaq composite rose a point, 0.03 percent, to 3,257.

Among stocks making big moves:

?Research In Motion, the maker of BlackBerry phones, rose after surprising analysts with a profitable quarter and better-than-expected sales of its new touch-screen BlackBerry 10s. The company hopes to take back some of the market share it has lost to Apple's iPhone and other competitors. The stock rose 36 cents, more than 2 percent, to $14.93.

?Repros Therapeutics, a drug developer, shot higher on news that its potential treatment for low testosterone moved closer to regulatory approval. The stock rose $6.27, or 69 percent, to $15.40.

?Signet Jewelers, which runs Kay and Jared stores, and Mosaic, the fertilizer maker, were both up after reporting higher quarterly profits and revenue. Signet rose more than 6 percent, $3.97, to $67.24. Mosaic was up nearly 2 percent, rising $1.03 to $59.71.

Israel sends more medics to border with Syria

JERUSALEM (AP) ? Israel's military says it's beefing up medical teams along the border with Syria following several cases of wounded Syrians crossing the frontier to seek medical assistance.

A military official said on Thursday there have been "numerous incidents" in recent months in which Syrians wounded in the fighting in their country arrived at the frontier for first aid from Israeli medics.

Eleven of them were taken and treated at Israeli hospitals, including one who died from his wounds on Wednesday. Others returned home after their conditions have improved.

The official spoke on condition of anonymity under military protocol. He says the military's focus in the Israeli-held Golan Heights is still on security and defense but that Israel sent extra medical teams to the area realizing more wounded could soon arrive.

(AP) ? There were long lines of anxious people but no sign of trouble as banks in Cyprus opened Thursday for the first time in nearly two weeks, following an international bailout that sought to prevent the country from financial ruin.

The government has imposed a daily limit on how much people can withdraw to stop a run on its banks ? the first such action in the 14-year history of the euro currency. Cypriots took the measure in their stride, aware that with their economy teetering on the edge of collapse, any undue panic would make the situation worse.

"Everything has been paralyzed. Besides my business being already low, now no one thinks of buying flowers," said flower shop owner Christos Papamichael who was among about 30 people waiting patiently for bank doors to open.

"People think of anything (else) besides flowers, they've got other priorities. But now there's a half an hour delay and we're just waiting here."

The limits on transactions, have been imposed initially for seven days and are being reviewed daily. According to Central Bank assessments, the restrictions are to be fully lifted in a month, Foreign Minister Ioannis Kasoulides said.

"Gradually, probably in a period of a month, or something according again to the estimates of the Central Bank and according to the developments, the restrictions will be fully lifted," he said.

"If there (are) withdrawals from the banks, they may happen, but let me tell you once again there will be no bank run."

Guards from private security firms reinforced police outside some ATMs and banks in the capital, Nicosia, but no problems controlling crowds was reported.

President Nicos Anastasiades expressed his "warm gratitude and deep appreciation towards the Cypriot people for the maturity and spirit of responsibility they have shown at a critical time for the stability of the Cypriot economy," a statement from his office said.

However, many Cypriots were left frustrated and confused by the closures and controls and concerned about the effect on their businesses and livelihoods.

"No matter how much information there was, things were changing all the time," said Costas Kyprianides, a grocery supplier in Nicosia.

Banks have been shut in Cyprus since March 16 to prevent people from draining their accounts as politicians scrambled to come up with a plan to allow the country to qualify for 10 billion euros ($12.9 billion) in international bailout loans for its stricken financial sector.

A deal was finally reached in Brussels with other euro countries and the International Monetary Fund early Monday. The country's second-largest bank, Laiki, is to be split up, with its healthy assets being absorbed into the Bank of Cyprus. Savers with more 100,000 euros ($129,000) in either Bank of Cyprus and Laiki will face big losses. At Laiki, those could reach as much as 80 percent of amounts above the 100,000 insured limit; those at Bank of Cyprus are expected to be much lower.

The capital controls include limiting daily cash withdrawals to 300 euros ($383) per person and limiting payments abroad to 5,000 euros ($6,400). No checks can be cashed, although they can be deposited.

Anyone leaving the country, whether Cypriot or a visitor, can only take up to 1,000 euros ($1,290) with them in cash.

The country's general accounting office said pensions and other social security payments, together with salaries for government employees, will be in bank accounts next Tuesday and Wednesday.

Many Cypriots were working out exactly what they could and couldn't do. Television talk shows hosted dial-ins with experts, with viewers' queries ranging from which bank they would repay loans to if their lender was being wound down, how they could pay tuition fees for children studying abroad and handle check payments. People wondered whether they would be able to access their salaries, many of which were due this week.

Some analysts are concerned that, if kept in place long, Cyprus's measures will go against the fundamental principle of the single currency: Free and easy movement of money around the euro's 17 members.

In a statement Thursday, The European Commission said EU member states could restrict financial transactions "in certain circumstances and under strict conditions on grounds of public policy or public security" but added that "the free movement of capital should be reinstated as soon as possible".

Not every account in Laiki and Bank of Cyprus will be hit with big losses. Deposits held by the central government, local authorities such as municipalities, universities and development projects being co-funded by the European Union will not face a so-called haircut. Constantinos Petrides, undersecretary to the president, said the measure was agreed between the Cypriot government and a delegation from the IMF, European Central Bank and European Commission.

Government welfare and pension fund accounts in Laiki will be treated in the same way as those in the Bank of Cyprus, "thereby ensuring most of the deposits," Petrides added.

Some individuals and businesses, spotting that Cyprus's economy was in trouble and that a tax on deposits was being discussed, had moved their money out of Cyprus well before the banks closed their doors last week.

According to ECB figures, deposits in Cyprus' banks slipped 2.2 percent last month, to 46.36 billion euros ($59.36 billion), the lowest figure since May 2010 and down from a peak of 50.5 billion euros ($64.67 billion) in May 2012. The figure excludes deposits from other banks and the central government.

"I anticipated, not this to happen, but I anticipated issues last year, when Greece had a question of whether it will remain in euro and the consequences of that," said Athos Angelides, who runs a business importing and distributing hair salon products. "So luckily we transferred money in the middle of last year over to the UK."

The stock market, which has been closed since March 15, stayed shut. It will remain closed on Friday and Monday, when most of Europe is closed for the Easter celebrations. Cyprus follows the Orthodox calendar and does not celebrate Easter until May this year.

Italian court orders retrial of Amanda Knox

ROME (Reuters) - Italy's top court on Tuesday ordered a retrial of American Amanda Knox and a former boyfriend for the murder of British student Meredith Kercher, re-opening a case that prompted harsh criticism of the Italian justice system.

Kercher's body, with more than 40 wounds and a deep gash in the throat, was found in the apartment she shared with Knox in Perugia in 2007.

Prosecutors accused Knox and Raffaele Sollecito of killing the 21-year-old Leeds University student during a drug-fuelled sexual assault.

The two were initially found guilty and sentenced to 26 and 25 years in prison respectively after a trial that grabbed world attention and drew stinging censure of the investigation by independent experts appointed to review evidence in the case.

In 2011, their convictions were quashed after forensic investigators challenged scientific evidence in the original trial. They were released after four years in prison and Knox returned home to the United States.

On Tuesday the Court of Cassation added a further twist by overturning the acquittal, accepting a request from prosecutors and Kercher family lawyers for a retrial, which will be held at a court in Florence.

"This is an important day for the Italian justice system," Kercher family lawyer Francesco Maresca said outside the court.

The case that led to the acquittals was "superficial" and "leaked from all sides,". he said.

Knox said the decision was "painful". The prosecution had repeatedly been revealed as "unfounded and unfair," she said in a statement.

Her lawyer Luciano Ghirga said outside the court it was unclear if she would come back to Italy for the retrial.

Knox, dubbed "Foxy Knoxy" in many early media reports, was initially portrayed as promiscuous and dishonest but a lobbying campaign by her family helped change perceptions.

She returned to her Seattle-area home after she was released from prison in Italy and had been scheduled to speak publicly about the trial for the first time on American television in April, when her book of memoirs is also due to be released.

A third person, Ivorian Rudy Guede, was found guilty and sentenced to 16 years in a separate trial. He is now the only person serving time for the murder, although prosecutors say he could not have killed Kercher by himself.

"We are convinced there were more people in that room than Rudy Guede," Maresca said. "We are asking the judges to tell us something on this point, as long as their decision is well-grounded and thorough, not like the appeals court which was absolutely superficial."

Last year, prosecutors filed a motion to appeal against the acquittal, calling the verdicts "contradictory and illogical".

Italy's appeal court made the ruling on Tuesday after examining whether there were procedural irregularities which gave grounds for a retrial, rather than assessing the details of the case. Its reasons will be announced later.

Giulia Bongiorno, a lawyer for Sollecito, said the decision was not a guilty verdict for her client but just meant the court wanted a more in-depth examination of some aspects of the case.

"Unfortunately we have to continue the battle," she told reporters. "This is a sentence that says, with regards to the acquittal, that something more is needed," she said.

Newspapers and other periodicals have carried automobile advertising?from the earliest days of the last century. These advertisements were sometimes?regional in flavor, and almost?always included the contact information for the local dealership that sponsored the ad.

My father came across a stash of?crumbling 1940s-1950s?The Marlborough Record newspapers?in my grandparents? home. These papers have provided many hours of entertainment, and he?s enjoyed finding and?sharing stories that pertain to local families who still live in our Hudson Valley, New York,?hometown. Dad has been setting aside the?car ads for me, and I, in turn, am happy to share them with you. Please forgive the size limitations of our scanner, as some ads were too large to fit in their entirety; I?ve tried to?include the?date,?where available, and the?sponsoring dealer. Here are the General Motors product ads, with Ford, Mopar and independents to follow in subsequent posts.

The ad above, printed in festive?green and red ink, appeared in the Friday, December 19, 1941, paper ? a mere 12 days after the attack on Pearl Harbor. It was placed by Barton ?Bart??Miller, then located at?484 Main Street, Poughkeepsie, New York, at phone number?2648.

And to show how little the post-war Pontiac had?changed (compare, yourself!), above is an advertisement from a Kingston-based dealer in?early 1946.

I love this 1951 Buick Riviera hardtop ad (above ? note the blackwall tires!) for its ?quaint??take on advertising a car to a?female audience. Watch out, lady ? you may get hit by?that ?Fireball Engine? in the sky!

I noted the name of the president of the Poughkeepsie Buick Company, C.B. Hartshorn? I?d wager that this person?is of the same family as the Poughkeepsie-based C.A. Hartshorn, who had an?Overland?franchise in Marlboro and who sold property to my great grandfather.

Perhaps this well-dressed Highland couple?is motoring down Route 9W in their 1951 Chevrolet Styleline De?Luxe two-door sedan, relaxing in the cradled comfort of their Center-Point Suspension and reveling in the ease of their velvet-smooth two-speed Powerglide automatic transmission?

And running in the Friday, October 23, 1959, issue of The Marlborough News, was this ad for the polarizing 1960 Chevrolet range, including the flagship Impala. Louis Smith Chevrolet was located between the Mid-Hudson Bridge and?the village of Highland.

Lux: consumer electronics, not automotive, will drive next-gen battery development; solid-state over Li-S and Li-air

While much of the motivation for next-generation batteries comes from transportation, Lux Research?s analysis concludes that the automotive market will be the last to adopt next-generation batteries due to the extreme cost sensitivity of automakers, stringent safety and lifetime requirements, and long, cautious adoption cycles. Hence, makers of next-generation batteries will have to look to other markets first.

Designers of consumer electronics?the largest current Li-ion application?will move the next generation battery market more meaningfully as they continue to push towards devices with smaller footprints, according to Lux.

Analyzing the consumer electronics space, solid-state batteries will provide real completion to Li-ion in the consumer electronics market, offering tremendous technical value for a segment that prizes volumetric efficiency and low costs, according to the research firm. By 2020, solid-state will draw close to Li-ion as current complex manufacturing processes that are a challenge today are solved, costs fall and energy densities rise.

From this foundation, solid state will surge past Li-ion in technical value by 2030. Li-S will also make strong progress, but won?t quite match the well-rounded value propositions of solid-state and advancing Li-ion, finding only niche consumer electronics applications that prize excellent specific energy above all else. Li-air is a non-factor in this sector, hampered by its volumetric inefficiency and its need for peripherals, according to Lux.

KARACHI, Pakistan - Pakistan's ex-president Pervez Musharraf who returned home Sunday after four years in self-exile, was forced to cancel a welcome rally after a video allegedly showing Taliban suicide bombers preparing to target the former leader was released.?

"The threat by the Taliban to General Musharraf's life is real, very real. There are increasing chances every hour that something could happen," said retired Maj. Gen. Rashid Qureshi, his former military spokesperson and now a member of Musharraf's political party, the All Pakistan Muslim League.

Musharraf had been expected to address supporters in Karachi, where he arrived from Dubai.

A video allegedly showing a squad of Pakistani Taliban suicide bombers being trained to target Musharraf was released on Saturday. Like threats in the past, they reiterated that they would kill Musharraf, who is blamed by Islamist militants for supporting the American "war on terror" in Afghanistan and Pakistan.

After landing in Karachi today afternoon, Musharraf was expected to briefly address a crowd, and will then be moved to an undisclosed location.

His lawyer and party leader, Ahmad Raza Qasuri, said the former president will have a busy few days "dealing with the legal mess of three very serious cases that have been waiting for him."

On Friday his legal team won him no-arrest bail for three different cases ? one that charges him as a conspirator of the murder of former prime minister Benazir Bhutto in 2007, the killing of Akbar Bugti, a separatist politician, in 2006, and for forcibly detaining several judges in 2007 who wouldn't anoint his military rule.

The bail, according to Qasuri, was going to ensure that Musharraf was not arrested on arrival. The country's interior ministry had warned that Musharraf would be arrested as soon as he set foot in Pakistan.

According to the lawyer, Qasuri, Musharraf will have to travel to "unsavory?and unsafe places like Quetta [in Balochistan] to face the courts, which shows that he understands the risks of returning back here."

CHESSY, France (AP) ? Forever-young Minnie Mouse is growing up and moving on from her old red and white polka dots.

Lanvin has designed the loveable Disney rodent a new dress ? a more mature frock in royal blue and long sleeves that she can wear at special Paris events.

It was unveiled at a catwalk show in Disneyland Paris on Saturday evening.

Gone was the oversized hair bow that has been the signature of the character since she was created in 1928. In its place, the catwalk presentation showcased a smaller-sized red tiara alongside a thick, bejeweled hourglass gown with padded shoulders.

"Walt Disney was the one that actually designed Minnie. It's the first time an actual designer has come into the picture and designed a dress for her," Lanvin's designer Alber Elbaz told The Associated Press following the show.

"It was a great challenge and responsibility to do. I just wanted her to shine... I wanted to give her a crown in red, and the dress in blue, (a signature) for Lanvin."

The dress got applause from the celebrity-filled front row including actress Virginie Ledoyen and model Natalia Vodianova.

But the more mature look ? which also did away with her famed white bloomers ? didn't impress everyone.

"It's definitely more mature. It looks a bit mother of the bride," said spectator Matthew Gallagher. "I preferred the polka dots."

Traditionalists will be pleased to know that Disney says Minnie will be allowed to keep her red and white look for normal events.

Minnie has also kept her full hourglass figure. Last October, images destined for Barneys New York shop window were criticized after Minnie became a long, lean high-fashion model.

Dubbed "skinny Minnie" the short film featured the mouse-fatale in a hot-pink, ruffle covered Lanvin dress ? with longer legs, leaner arms and daintier gloved hands.

"We're not here to transform people," said Elbaz. "We love her the way she is."
